Vibration testing at low power translate to high power

I am revising the FM Approval Standard for right angle gear drive testing. We have difficulty testing at the maximum power the gears are allowed to operate because of the limitation on power that can be drawn from the grid.

Is there a way to test at lower powers, but still ensure there is not a vibration problem at higher powers?
