The starting point I use for HSS hobs is; divide 4500 by the hob diameter which gives the hob spindle rpm to use. The 4500 is a constant based on a cutting speed of 15 meters/minute, suitable for high tensile and dry cutting of cast iron. The equation is: rpm = 300 X meters/minute divided by the tool diameter.
