If the cutter is a single start cutter, then you can use, for example, a 48T first driver into any idler meshed into a 24T final driven.
Another example would be:
60 x 80
-------
40 x 60
Since you are cutting fewer teeth than the index constant, this requires that the index gear set is a "speed up" from driver to driven. That shouldn't be a problem though.
This would be troublesome if your cutter were 2 start - that would reqire a 4:1 gear set which could overheat the worm/gear index drive. Keep it well lubricated in either case.
