Most likely (based on diameters):
DIN 5480: N 42 x 1.25 x 32 x 9H internal spline
42 mm H14 major dia
39.5 mm H11 minor dia
38.36-38.43 mm btw. 1.9 mm dia pins

Funny though: 1.38564" base diameter (for 32T, 20/40 DP, 30°PA) is much closer, based on the variation of the dimensions btw. pins you have measured. I guess the sample was made with 20/40 DP 30°PA and DIN 5480 diameters. As the profile difference is not significant, it practically works (with a poor contact). A similar (frequent) confusion occurs for 10 DP and 2.5 mm module gears, and it still practically works.

The splineshaft major and minor diameter should clarify which standard is the most appropriate.
