The offset I think you are referring to is the amount of distance between axes of a hypoid bevel set. Each member is setup on the machine using the offset amount of the set, which is the machine setting you refer to. This is the only way (I'm aware of) to cut members of a hypoid set.

In other words, an intersecting gear set (where the axes of each member intersect) has a 0 offset and each member is cut with 0 offset.
