Does almost sound like the cutter, but you must have looked at it already. Is it silent chain or roller chain? Does the cutter tooth look symmetrical?
Are you setting the table angle correctly? Should be in the correct direction, and to the angle shown on the hob cutter. Is the cutter straight or helical gashed?
Is the machine nice and tight? No rotational play in the arbor?
