They appear to be 6DP gears with positive profile shift. e.g Profile shift factors of around 0.25/0.35 would give this but the tooth is shallow- could have been topped for some reason.
Give me more data O/D of the 32T gear. pin sizes, tooth depth etc and I could be more precise.
