For people who are not good at math and don't really know anything about gear cutting, the easy way is to simply make two blanks. Cut the first one to the correct size and number of teeth. Don't move anything. Then just change the index ratio to create a drop-tooth pinion. 99 times out of 100 that will work fine.

He said the originals were made by milling. Unless these gears are for something *very* low-speed, I'd make a new gear myself. Milling is generally an awful method.
