To cut the gear as helical, with depth of cut set and table feed engaged, use these:
44 x 68
INDEX = ----------
46 x 86
24 x 53
FEED = ----------
62 x 71
This setup gives you a table feed of .022 in/rev, and applies for a RH single start hob cutter only.
Also, table feed direction must be toward the headstock (conventional cutting).
BTW, The gears you were using (36/48) are right for a 16T spur gear and also for "throating" the 16T worm gear. It sounds like you want to cut it as a helical gear, tho.
Be sure to set your cutter table angle to the right by:
(16D 7M minus the hob cutter angle)
Also, the nominal measurement over two 0.024752 pins is 0.2727 for a helical gear, but this may not be correct for your worm gear application.
