Have you considered a deburring machine such as a Redin or a Gratomat (sp)? They are relatively inexpensive on the used market, simple to set up, use off the shelf abrasives and are easy to run. They are made in many sizes for fine pitch and up. Hope this helps. Here is one example I found wiith a quick search:
