Tooth jump on internal gear from Fellows 7A shaper

We are having trouble cutting an internal gear on a Fellows 7A shaper. When we roll the gear with a master gear it is jumping around .008" when it gets to the last tooth that was cut. It is like the machine is backing out of the cut before it should and not finishing the last couple of teeth correctly. We are using a 2 cut cam with a .007" finish cut. We can tell that the spot where the tooth is jumping is right at the end of the part rotation. Any ideas?
