Are you are measuring chordal width with a gage that sets to addendum and thickness (can't remember the name of the gage)? Compare that to testing machine which sets gears in mesh and basically finds that shaft center to center is .006 larger than it should be.

Normally the testing machine should be gospel since it can represent gearbox mounting problems. I would expect that the gage is not touching at pitch circle. After all, the pitch circle varies from 0 dia at cone center and expands in diameter along the pitch cone lines, and your gage can only touch reliably at gear crown.

If you move the gear blank closer to machine center along its axis, this would reduce the diameter of the pitch circle which would allow closer mounting/locating surfaces. Gears that are cut following that adjustment will still be true miters with each other, but new gears will not be exactly miter with older gears.

I think this is correct, but I hope others join the discussion.
