Cutter spindle RPM should be based on cutter diameter - not number of teeth. 35-RPM would mean 1.7 seconds per tooth including index. Impossible! I've never seen a no. 11, but I'm sure it could not index in the gap at that speed.
What diameter cutter are you using?
