All the tooth angles of both gears must meet at the same point otherwise the flank angles won't match. The tooth angles get smaller as you get closer to center. If you keep the same pitch angle the other tooth angles will probably just mill away. You are looking at it two dimentionally instead of three. The Mikron system deviates from this slightly and as a result the face with is limited to 1/5 the cone distance instead of 1/3.
