Chatter can be devilish! First I would look at how the work is supported. That must be very stiff with support out near the teeth for large diameter.

Send me some pics (.JPG files)of the work piece and the arbor setup, work support, etc and I'll post them with your message. You want to give us something we can look at.

Also, there is a good article that you can get to from the home page that deals with work pieces that were jumping and broke a cutter.

Are you climb cutting? That requires practically "0" backlash in the cutter drive, table drive, and work drive.
What is the material and the feed rate you are using? A hard material can be very sensitive to hob RPM.
