104 blade sharpening anomaly

Has anyone experienced this? Gleason 104 sharpening machine states that "Blade diameters must be within +/- 0.001 else a step in the root will be left.

A client's experience requires that the lower blade dia must be .007/.010 smaller than that of the upper blade to avoid a step. He has multiple 104 coniflex machines and they all require the blade diameter difference to avoid a step.

He asked me if that made sense, so I must rely on the expertise of you folks to answer this one.

Can anyone relate to this oddity?
